Role Overview

The primary function of a Safe Hub is to gather and contribute to situational awareness for both the public and responding agencies. Core values of the program include promoting self-reliance and the “neighbor-helping-neighbor” philosophy. The Hub Manager coordinates all operations, including maintaining safety, supporting Hub Coordinators, ensuring effective information flow, troubleshooting problems, and managing emergent situations. Depending on their training and the community’s needs, the Hub Manager is also responsible for scaling the Hub’s structure and services. Success relies on maintaining the Safe Hub Kit and conducting training exercises with local Emergency Management before a disaster occurs.

In collaboration with their municipality’s Emergency Manager, the Hub Manager will complete training in the Basic Incident Command System (ICS); specifically IS-100, IS-200, IS-700, and IS-800. They will also coordinate with local Community Emergency Response Team (CERT) leadership and neighboring Safe Hubs. Furthermore, establishing relationships with local businesses is encouraged to bolster community support during a disaster. Consistent community engagement ensures the Safe Hub remains ready and functional.

Responsibilities in a Safe Hub

  • Establish a personal “go kit” kept at home for deployment to the Safe Hub

  • Know your Safe Hub ID number

  • Identify common languages in your community and recruit volunteer translators

  • Identifying and rostering other officers and managers in coordination with your local Emergency Manager before Safe Hub deployment

  • Develop a regular training and exercise schedule

  • Setting a shift schedule and develop daily start-up/shut down procedures as necessary

  • Document activities of the Safe Hub such as personnel involved, & hours worked

  • Maintain a self-reliance information cache to be kept at the Safe Hub and distributed to community visitors of the Safe Hub

  • Encourage other officers to expand their capabilities, learn other positions and seek out more advanced training

  • Attend community preparedness events to help promote your Safe Hub
